Heller."Nous exigeons que les LTTE déposent immédiatement les armes, renoncent au terrorisme, permettent l'évacuation, avec l'aide de l'ONU, des civils qui restent dans la zone de conflit et rejoignent le processus politique pour mettre fin au conflit par le dialogue", a-t-il ajouté.Le Conseil "exhorte toutes les parties, y compris le gouvernement du Sri Lanka, à honorer leurs obligations au regard du droit international humanitaire et permettre aux travailleurs humanitaires d'accéder aux zones affectées" en matière de protection des civils, a encore dit le diplomate.M.

Heller rendait compte d'une réunion informelle sur la situation au Sri Lanka, lors de laquelle les quinze membres du Conseil ont entendu un rapport de l'envoyé spécial du secrétaire général de l'ONU Ban Ki-moon dans la région, Vijay Nambiar, qui vient de passer deux jours au Sri Lanka.La secrétaire d'Etat américaine Hillary Clinton, qui témoignait plus tôt mercredi devant la commission des Affaires étrangères de la Chambre des représentants à Washington, a qualifié la situation au Sri Lanka de "terrible tragédie humanitaire"."Nous pressons le gouvernement srilankais d'arrêter les combats pour que nous puissions assurer un passage sûr pour le plus grand nombre de civils pris au piège", a-t-elle dit."Le monde entier est très déçu" du fait que le gouvernement sri-lankais "provoque de telles souffrances indicibles" en tentant de mettre fin à 25 ans de conflit avec le LTTE, a ajouté Mme Clinton, regrettant également "le peu d'ouverture" des rebelles pour permettre que les civils soient secourus.A l'ONU, l'ambassadrice américaine, Susan Rice, a qualifié la situation de "dramatique", affirmant qu'il était "absolument impératif que les deux côtés cessent les combats"."Nous sommes franchement consternés par le fait que beaucoup des civils qui ont pu fuir n'ont pas été en mesure de recevoir une assistance vitale," a-t-elle dit.
